“Phase 0" is known as “Shaping Operations” in the US military doctrine for joint operations. Shaping is often accomplished by small special operations teams that enter an environment long before a large-scale operation and remain there well after the operation. Shaping activities are “long-term,” “persistent,” and seek to “build partner capacity” as well as “deter and counter” threats. All of us can shape our environments to achieve the objectives we set. The question isn’t “can we,” but rather “how do we,” and “are we willing to persist in doing so?”
